Is it okay to say, ‘I hope you would come to the party’?

No, it isn’t. It should be ‘will’ and not ‘would’. ‘I hope you will come to the party’. You ‘hope’ that someone ‘will’ do something, and not ‘would’ do something. Similarly, you hope that something ‘will’ happen, and not ‘would’ happen.

*I hope you will consider my proposal very seriously.
